Role Overview

This is a rare opportunity to lead the implementation of a bold and forward-looking data strategy at the Valuation Office Agency (VOA) as the Agency prepares to integrate into HMRC. As we transition into a more data-centric organisation, you’ll play a pivotal role in shaping how we use data to deliver trusted property valuations, improve customer experience, and support fair taxation across the UK.

As the Data Strategy Lead, you will be responsible for driving the delivery of the VOA’s Data Strategy over the next three years. You will lead cross-functional initiatives that embed data governance, improve data quality, and foster a culture of data-driven decision-making across the agency.

You will work closely with Data Owners, subject matter experts, and senior stakeholders to ensure that data is treated as a strategic asset and used ethically, securely, and effectively. This role is an opportunity to shape the future of data in a high-impact public sector body, gain exposure the senior leadership and show strategic decision-making, work on a wide range of exciting delivery strands and develop your data skills. This is a key and influential role where you will develop your data, project management and stakeholder engagement skills as well as seeing the fruits of your labour as the data strategy is embedded and matures.

Key responsibilities

Lead the implementation of the VOA Data Strategy and its associated delivery plan. This role will involve collaborating with multidisciplinary teams (e.g. operations, valuations, data science) to implement the strategy. Key workstreams are outlined below.
Establish and embed data governance frameworks, including the data ownership and stewardship roles.
Oversee the rollout of metadata tools, data catalogues, and data quality standards.
Promote data literacy and capability across the organisation through training and engagement and establishing Data Community of practice.
Ensure alignment with the FAIR data principles and the UK National Data Strategy.
Monitor progress against maturity targets and report to the Executive Committee and other governance bodies.
Measure success through the government's Data Maturity Assessment, ensuring continuous improvement and alignment with strategic goals.
